Interoperability

The definition of an interoperability model is a cornerstone of the entire Public Information System. This ensures that PAs are able to interact and exchange information without the need for specific integrations. Hence, it is possible to guarantee full cooperation between Public Administrations and private subjects.

In this process of creation and consolidation of a new interoperability model, AgID is involved in the definition of technical rules, guidelines, technological standards and profiles that each PA must adopt.

The objective is to create technological conditions that favour the development of innovative solutions focused around citizens, businesses and the Administrations themselves.

47 New Guidelines for the Interoperability Model

Issuance of useful guidelines for the Public Administrations and other players in the PA's Information System to adhere to the Interoperability Model. More precisely, directions will be supplied that will need to be adopted (in terms of technology standards, interoperability profiles and communication protocols) for the implementation of the APIs needed to adapt the components described in Chapter 4 “Intangible Infrastructure” and in Chapter 6 “Ecosystems”. Directions will also be provided for the implementation of new end-user applications, described in Chapter 7 “Tools for Generating and Delivering Digital Services” and for populating the Data & Analytics Framework.

The publication of the guidelines will be preceded by the issuance of a document showing the evolutionary roadmap from the old to the new model and a phase-out plan for the old-model infrastructural elements that are being decommissioned.

AgID will create a special API catalogue, which will allow for the sharing of the APIs developed by the PAs. Through the information recorded in the Catalogue, a display point shall be created, within which the user-shared APIs will be censored and documented, being useful to developers and other stakeholders involved in the ecosystems. However, in respect of the privacy rights regarding the data processed, the APIs may also be used by parties outside the PA.

AgID will define a set of usage rules and a governance model for the management.
